So Let’s See Now
After the WUSPBA Executive Committee spent thousands of dollars to kick Partanen out after they held a ‘Kangaroo Court’ on December 5, 2020 Partanen is still trying to figure out what that really means.
The WUSPBA removed Partanen’s name from the WUSPBA Adjudicator’s Panel. By so doing the WUSPBA removed one of its most qualified judges for both solo and band contest judging. Does that mean Partanen is no longer qualified to judge? Or does it simply mean that Partanen cannot judge any longer at a WUSPBA sanctioned event? Partanen is no longer a judge simply because he dared criticize the WUSPBA? Or run for an elected office? Really? Is the WUSPBA so perfect that it cannot be criticized? Do you need permission from Jeff Mann and the gang to run for an elected office in the WUSPBA?
The WUSPBA could also now prevent Partanen from competing in Open/Professional solo piping contests sanctioned by the WUSPBA. Except that Partanen has been competing in Open and Professional solo piping contests since 1961. That would be 2 years before the Pacific Coast Pipe Band Association was formed in 1963, and before the solo pipers were ‘annexed’ by the WUSPBA in 1997. So Partanen has been competing as a Professional piper for 59, going on 60 years. More years than there has been a pipe band association, and 24 since the association required all solo pipers to be members. Partanen is actually GRANDFATHERED in. So can the WUSPBA actually keep Partanen from competing? In a way yes they can because all or most of the contest sponsors have to use the R2 Sports System. Partanen would need to send his entry in via the R2 Sports System, which would reject his entry because Jeff Mann and the gang says so. That is how the WUSPBA now controls piping, drumming, pipe band, and drum major events in the eight Western States it claims jurisdiction of: By using the R2 Sports System; and you thought it was for some other reason like making it easier for the contest sponsors. Jeff Mann and the gang have the control: We gave it to them: They control us all: And they exercise that power and control ruthlessly. So the only way for Partanen to enter and compete in solo Open or Professional piping contests is to convince the contest sponsor to accept his entry and allow him to compete. That could result in threats from Jeff Mann and the gang to the contest sponsor that their contests would no longer be sanctioned. Jeff Mann and the gang again ruthlessly control the contests sponsors as well. Jeff Mann and the gang tell you who can enter. What events you are allowed to have. Who you can hire to judge. What’s next? Well whatever they say is next ! Would Jeff and the gang really not sanction a contest because Partanen is allowed to enter and compete?
Partanen co-founded and is the Pipe Major of the Kern County Pipe Band, a Grade V pipe band registered and recognized by the WUSPBA. The Kern County Pipe Band paid its dues for 2020, and it like all other pipe bands registered with the WUSPBA has had dues waived for 2021 as COVID Relief for Pipe Bands championed successfully by Partanen. So let’s see now. Since Partanen is in that band, and the band paid its dues isn’t Partanen still a member of the WUSPBA? Yes ! Except now, like any other band member in a registered band in the WUSPBA Partanen no longer has to pay dues. Can Partanen still play with the Kern County Pipe Band? Can Partanen still be the Pipe Major of the Kern County Pipe Band and lead them in WUSPBA sanctioned contests? Would the WUSPBA disqualify the Kern County Pipe Band if Partanen as Pipe Major leads them in a contest? Would they disqualify the band because Partanen plays with them in a contest? Can Partanen still represent the Kern County Pipe Band at meetings of the Southern Branch and at the WUSPBA AGM? Can Partanen still send in bylaws and contest rule changes? Would these be dismissed simply because Partanen sent them in? Can Partanen still run for an office in the Southern Branch and on the Executive Committee of the WUSPBA? Why not? Is he now any different than any other band member of a pipe band registered with the WUSPBA? Those members can, so why not Partanen?
So lets see now: What are the answers to all these questions? Jeff Mann and the gang haven’t got a clue: They’re making it all up as they go along. It is NOT COVERED in the bylaws of contest rules. WHY? Because it was never intended that the WUSPBA be run like a social club. I know, because I was there when the Pacific coast Pipe Band Association was first formed. I am one of the last, if not the last founding father of what we now know as the WUSPBA. Our pipe band association is more like a Musicians Union. You have to be a member, or you have to be a member of a member band, or a contest sponsor, or a drum major to participate in a contest sponsored by the association. And you MUST join. There are no provisions in the bylaws or contest rules for terminating a member, and if there were for what reasons? For criticizing the association? For running for office without Jeff Mann and the gang’s permission? Or is because you asked the association for help? Help they didn’t want to give, but that you pressured them to give until they actually did something? Maybe termination of membership should only be for something really serious like verbal abuse with profanity against other members or members of the Executive Committee: Threats to life, limb, or property: Actual physical violence: Or posting personal information to harm other members or members of the Executive Committee: Or maybe making false accusations of criminal behavior. Actual serious violations of the WUSPBA Code of Conduct. But for criticizing the WUSPBA? Really? We’ve all criticized the WUSPBA for something at one time or another.
Ohhh, NO! Its for breaking an agreement that the WUSPBA Executive Committee never properly executed and didn’t comply with way back in 2018. That agreement became null and void on or about August 14, 2018 but Partanen, according to Jeff Mann and the gang still had to comply with it even though the WUSPBA didn’t. And that agreement contains an unconscionable term and was signed under duress making the whole thing unenforceable. Ohhh, now I get it. Do you get it? “Rules for thee, but not for me”, says Jeff Mann and the gang. So the rest of you: JUST SHUT UP AND OBEY, or we’ll kick you out too just like Partanen. It cost thousands of dollars to kick out Partanen SO SEND IN YOUR DUES SO THAT YOU PAY FOR US KICKING OUT PARTANEN ! Send them in quickly OR ELSE !
